Reforms to the Minneapolis Police Department (MPD) are being implemented after an investigation by the Minnesota Justice Department found that the MPD had been violating the First, Fourth, and 14th Amendments of the U.S. Constitution and the Americans with Disabilities Act. To correct these practices, an Effective Law Enforcement For All team will be added to monitor the MPD’s progress implementing reforms. Along with correcting violations to the Constitution, the MPD hopes to decrease officers’ use of excessive force, racial discrimination, and discrimination against people with behavioral disabilities, while improving supervision, officer accountability, and youth interactions. “Through this consent decree, the city and the Minneapolis Police Department have committed to instituting reforms that will make Minneapolis a model law enforcement agency that respects everyone’s civil and constitutional rights,” Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division said.
